Job Description


Position Summary
The West Contra Costa Integrated Waste Management Authority (“RecycleMore”) is recruiting for two Program Coordinator positions. The Program Coordinator series is responsible for providing support to the programs and operational activities of the Authority. These roles are ideal for individuals that aspire to manage projects independently while collaborating with internal teams, Member Agencies, and external stakeholders. 


General Duties and Responsibilities

The Program Coordinator classification is responsible for supporting the Authority’s functions, programs, goals and objectives. Under general direction of the supervisor, these positions support regulatory compliance activities by planning, coordinating and implementing assigned projects. The Program Coordinator responsibilities include conducting studies, surveys and research projects for a variety of programs; performing public education and outreach functions; assisting with record keeping requirements, operational tasks; and related work as required. 


Placement or advancement within the Program Coordinator series is determined based on the needs of the Authority. Incumbents in the Program Coordinator I position may advance to the higher level after gaining the knowledge, skills and experience which meet the qualifications for and demonstrate the ability to perform the work of the higher-level class.


Incumbents at both levels are required to possess or develop the skills necessary to achieve program results.

Class Characteristics: Program Coordinator I


The Program Coordinator I is the entry-level class in the Program Coordinator series. Incumbents in this class will initially perform entry level tasks and receive on the job training to become competent and confident in more complex duties. This position receives direct oversight and assistance as needed, ensuring the incumbent builds the tools for success.  


Examples of Essential Functions


·        Provides support in the administration of solid waste, recycling, organics, household hazardous waste (HHW) and related sustainability programs.


·        Participates in planning, development and implementation of new or modified programs that enhance the goals of Authority.


·        Takes ownership of programs that require periodic activities such as monitoring, record keeping and reporting.


·        Performs compliance related activities such as visiting and directly communicating with businesses, organizations, and stakeholders.


·        Participates in public outreach activities such as tabling at community events, developing and providing school presentations, leading tours of recycling facilities and coordinating field trips for schools.


Class Characteristics: Program Coordinator II


The Program Coordinator II is the journey level class in the Program Coordinator series. Incumbents are expected to be fully competent in all major solid waste, recycling, organics, household hazardous waste (HHW) and related sustainability program functions and be able to independently perform assignments. This position requires the ability to manage assignments in more than one functional area and use diverse technical skills to perform tasks independently and assume assigned responsibilities for specific deliverables.


Examples of Essential Functions


·        Coordinates and implements solid waste, recycling, organics, household hazardous waste (HHW) and related sustainability programs.


·        Reviews existing programs and services and provides suggested modifications for new program development that enhance the goals of Authority.


·        Takes ownership of moderately complex programs and projects that require implementation from start to finish, including project planning, implementation, management and completion.


·        Oversees assignments for regulatory compliance and programs related projects such as outreach and education efforts.


·        Plans, coordinates, and implements outreach activities such as tabling at community events, developing and providing school presentations, leading tours of recycling facilities and managing field trips for schools.


·        Collaborates with Member Agency, Franchise Collection Hauler, and Post-Collection Service Provider staff to facilitate effective regional relationships and program implementation.

Education and Experience Requirements

Applicants are expected to have to have knowledge of and ability to perform the functions of the listed positions. Any combination of training and experience that would provide the required skills and abilities of the job descriptions is qualifying. A typical way to obtain the required qualifications would be:

Program Coordinator I

Equivalent to a bachelor’s degree in environmental studies, planning, engineering, public or business administration or a closely related field, from an accredited college or university and two (2) years of environmental programs/sustainability related experience. Experience working with municipal and regulatory agencies is highly desired.

Program Coordinator II

In addition to the education requirements of the Program Coordinator I position, this position requires four (4) years of solid waste related experience. Additional years of progressively responsible professional work in solid waste management and related program administration is highly desired.

Salary Range
The annual salary range for the positions are provided below:


·        Program Coordinator I - $93,534 to $109,222


·        Program Coordinator II - $113,118 to $131,510.66 

The starting salary for each position will be within the salary range and determined by the Executive Director, based on organizational needs and the successful applicant’s qualifications and experience.
