Job Responsibilities

The job

The Building Emissions Performance Standards (BEPS) Technical Advisor position within the City of Seattle’s Office of Sustainability & Environment is a crucial role dedicated to supporting successful policy roll-out and implementation, and future compliance needs for the new BEPS law. This law requires about 4,000 large existing buildings to reduce greenhouse gas emissions and meet net-zero emissions by 2050, making it a leading City action to address the climate crisis.

Our team is recruiting applicants who can manage complex projects in fast-paced political environments and interpret technical information and policies related to building systems, electrification, and decarbonization. You’ll use your understanding to convey policy recommendations, including equity impacts and alternative scenarios, to team members, leadership, City partners, building owners, and service providers, so that they understand what actions to take. We are looking for applicants who are comfortable presenting complex information to laypeople and fielding tough questions.

Over the next two years, you will focus on:

  • Leading the successful development of BEPS compliance guidance to aid building owners and service providers as they work to comply and report improvements.
  • Serving as the policy liaison between OSE and other departments whose policies or codes intersect with BEPS, especially for the Seattle Energy Code, electrical permitting, and historic preservation. Working with these City partners to determine departmental hand-offs for BEPS compliance and escalation points.
  • Leading community engagement to develop Director’s Rules for specific BEPS rulemaking needs in 2026 and 2027, especially with the life sciences sector, and for utility emissions factor updates.
  • Collaborating with other team members and consultants to develop BEPS training for energy service providers.
  • Serving as a technical resource to customer support staff and answering escalated questions.
  • Managing consultant contracts with engineering firms and others supporting case studies, analyses, and compliance documentation.
  • Being part of a team of OSE and IT staff developing a robust online BEPS reporting tool.

Qualifications
We are looking for applicants who can demonstrate they have the skills listed above through a combination of their work, education, and life experience as demonstrated in their resume, cover letter, and answers to supplemental questions.

Additional Information

This full-time, benefited position is classified as a Strategic Advisor 1, Engineering & Plans Review in the City payroll system. It is covered by the Civil Service System.  The salary range for this classification is $50.08 – $75.12; the target salary for this job is $66.00.

Work Location and Hours: This position offers the flexibility of a hybrid work schedule. Individual schedules will be based on agreement between the employee and management.
